An 85-year-old man has nocturia, urinary urgency, and urge incontinence. He takes no medications. On examination, his prostate is enlarged and he has decreased vibratory sensation in the distal lower extremities.

The most appropriate next step in management is:

a. Cystometry
b. Measurement of urinary flow rate
C. Radiography of the urethra while voiding
d. Sphincter electromyography
