i was checking the ecfmg website and it says that under the new regulation toefl wont be necessary after july 2004?could someone plz elaborate coz i'm confused.since i was told that i had to have my toefl scores to even register for cs online.any help wud b appreciated.thanks.

Yes it is totally right,you dont need to pass toefl anymore..registration to CS is also unrelated from TOEFL..
