They say there is a guy with h/o bipolar d/o who is actively manic. From history we find out, he does not follow safe sexual practices and is at risk of HIV. For the sake of his sexual partner's safety, we want to do an HIV test. He refuses that. Now can we go ahead and do it anyways based on the fact that he is incapable to make that decisions because he is manic?
