al anon is for the frnds & family members of alcoholics coz they need a counselling too.
they r counselled fr codependence and enabling behaviors
codependence is wat a frnd or a family member gets by being with an alcoholic
eg. a wife thinks dat she looks better as compared to her alcoholic husband so she doesnt want him to stop drinking. this is codependence
if she is shielding him frm the consequences of his problem. this is enabling

Per capita basically means per person, and binge drinking is consuming large amounts of alcohol at once. And what mash is basically saying is that the best treatment for the alcoholic is to join AA, alcoholic anonymous where he can relate to other people who have gone thru this.
