Correct, thyroid function tests are ordered first. If thyroid function tests shows normal or hypothyroidism go for FNA to rule out the cancer. If thyroid function tests shows hyperthyroidism the next step is? - Sonogram - FNA - Thyroid Scan

If the thyroid function tests shows hyperthyroidism for the patient with a thyroid nodule the next step in the management is the thyroid scan.

You need to do FNA anyways as part of the evaluation of a single Thyroid nodule. A minimal amount of single nodules are bening but you don't want to miss a malignancy, isn't that right?
