What is the difference between enhancer and upstream promoter element?

I think that the promoter element binds RNA polymerase, whereas the enhancer binds other activator proteins (and may often lie much farther away from the transcription start site than a promoter element). The enhancer may also exert an activational effect through the bending of DNA.
