efficacy is related to the max effect irrespective of what dose must be given to reach that effect... now in this question, the "max effect" of the analgesic is to reach a pain-free state and both analgesics were able to do this...
but of course drug y is much more potent than drug x because a much lower dose is required to produce the same effect
