Application for licensure required when applying for Step 3
what does that mean? for NY it is YES.

Yeah there are different requirements for diff states. I didn't want to get into the confusion of all the documents.

You can apply under another state. Apply under CT, I think it is very convenient. That's what I did. (you don't need to apply where you live or work or want to practice, you can apply wherever you like)
