with good credentials some programes do overlook those criteria, however I have heard from my fellowship PC that they used to put in filters (on the computers) which sometimes eliminate candidates with good qualification just because of their grad year!!.
But from what i have heard most programes do go through al application, though PD might not be able to see all of them, someone in the program would have gone through your application as a part of intial screening.

Different program are going to have different ways of calculating this information.....I don't speak for all programs......
