I am wondering, why programs are not downloading my applications.programs in ny did download but in NJ, CO, LA did not download.anybody else has same thing going on.

Vacation? Maternity leave? Medical leave? There are lots of reasons that they might not be downloading applications.
Also, if they are not downloading your application, they aren't downloading any. Programs cannot pick and choose which files.
It's everything or nothing.
