My feeling is you are talking about headache due to frontal sinusitis.It characteristically comes not in the morning rather later when person starts walking about.Secretions in the frontal sinus try to trickle down due to gravity and a vacuume is created in the frontal sinus leading to dilation of vessels which creates headache.
