Do not bother yourself much over this issue... I have exchanged few e-mails with one of the program coordinators, and she said that this requirement is not very strict if you can overweight it with your recent experience/publications, etc

i ahave the same problem here. we have to call each and every program u intend to apply too. in very few programs the requirement is restrict.
