Sinus radiography doesn't have a high sensitivity and specificity for sinusitis esp other than maxillary. In many situations you can treat an acute sinusitis without any imaging and based on clinical presentation (URT infection that lasts more than 7 days esp with typical headache and purulent nasal discharge) , however when you are dubious the best next step is CT scan. For chronic also the best initial test is CT and should be done in all cases .

Sinusitis is usually a clinical diagnosis.. Go for this, if it's there.. For the diagnostic test questions, it's as usual just word games.. Best Initial test : X ray Best diagnostic test: Culture Best Imaging test for diagnosis : CT

As a general principle we always do initially the "most sensitive test".CT is the most sensitive test for sinusitis
