does it matter in which state i will apply for step3?
i have already been offered a position in ny but since i have family in california i would rather like to do step 3 over there.

As far as I know you can apply under the licensing authority you like the best (and you meet the requirement for), and then take the test wherever you please in US.
Example you can apply under NY, take the test in a center in California and use the result to apply for a position in Texas.
