Only top 1/6th of American med grads are 'voted' or 'elected' in to the society, depending on their scores, performance in rotations etc. It is a very prestigious association, and entry is very limited and they like to keep it that way. That adds to the aura and exclusivity of the society.
So, no, IMG cannot become a member of it. Though you have a slim chance of getting in as a resident [but numbers are very few] But you have to verify my last statement.
