If a person has more than 3 attempts at any step and rest of the steps in first attempt, can he apply in the state of texas residency programs?

Certainly this depends on selection criteria of a program... Search all of them and apply wisely...

How would you explain this?................

"All steps of your licensure examination must have been passed within 3 attempts and all steps must be passed within 7 years. There are some exceptions to the 3 attempt limit. Refer to the Exam Attempts and Eligibility handout. There are also some exceptions to the 7 year limit. Refer to Board Rule 163.6 (c) for information on the exceptions to the time limit."

So can one apply with more than 3 attempts for PGY1 positions in residency programs??

Similarly.....can one apply in residency programs in these states like ......

GA, IL, IN, MN, NH, OK , AL, KS, TX, WI, OR with similar credentials?

I am confused about the difference in applying for step 3 and difference in applying for residency/licensure.

If one cannot apply for step 3 in a state does that mean that he/she cannot even apply for residency at PGY1 position in those states too?

Usally when there is a limit for 3 attempt in ecah step cos then you can not get permenant licence to practice,then they donot take candidate for residency too.

In texas the exception rule is only one step 4 attempt if

1.if you applied for licence before 2005/006 something like that

2.if u have permenant licences in other state for 5 yrs with no probation etc.
