However in FAS, there is a "LONG philtrum" This kid has a hypoplastic philtrum. Maybe I'm overthinking this one? but IUGR would be in Smoking as well... so....(C).....?

A Because smoking does not cause congenital anomalies except IUGR AND all other options has no relationship with PHILTRUM
