Sadiq, I emailed University of Arizona/UPHK Graduate Medical Education Consortium Program last month, here is the information sent to me by Dr. Van Rhoads:
-offer J1 visa only
-IMG criteria: Ecfmg certificate; no score cut offs but would like to have applicants who have graduated within the last few years
-deadline: January 1 (interviews November to January)
-no prematch offers, observerships, externships

Hey Sadiq!
I was able to speak with the Psychiatry program coordinator of Duke University. She told me they only require passing scores on the USMLE, they do not require USCE but it is preferred, year of graduation must be within 5 years of application (since North Carolina has problems issuing licenses if more than 5 years out).
So I guess that's a smiley for you!!
