Fluoxetine is a serotonin reuptake inhibitor that requires 5 weeks to reach a steady state in the body and takes approximately 6-8 weeks to show an adequate response. This should be explained to patients before and during treatment to help them understand the importance of staying on the medication even though they do not feel any effects.
But what can you do or give them in the mean time fluoxetina start working?

behavioral/cognitive therapy/frequent visits etc. depending upon the situation
