If a program says that it does not support any kind of visas/ does not sponsor any visas, does that mean IMGs should stay away from applying at such programs?

agree..most of the programs in CA does not sponser any visas.anyway does not know abt ECFMG sponsered J1if they accept tht or not.

That is exactly what they are saying - they will not sponsor any visa.
