It said in ecfmg that u just need to put a cover letter if u waive your right to see the LOR. so if I do not waive my right, when I pass my LOR it doesn't need to have a a cover sheet/letter. Is that right???

What is cover letter? There is such a thing as LOR request form. No, that is not correct. In either case your LOR has to be supplemented with the LOR request form, where you actually claim that you waive your right to see/edit the LOR. You can chose to waive or not, but both options are on the LOR request form. Please make sure it is enclosed in each envelope with the LOR you have.
