I can't answer for all residency programs, but the years of graduation are an issue. Now, if you also have permanent residency, that is a plus. Look at your whole application packet - not just the year of graduation. Do you know physicians who are close to the program directors where you will be applying? Get recommendation letters from those physicians. We have a physician who graduated in 1995 that will be starting here in a few days. It's not impossible.
