Bacillus cereus forms spores that are very heat resistant. The reason autoclaves exist are to get rid of spore formers, so I'll say C  QC for autoclaves include commercial methods including spores of Bacillus stearothermophilus . If the spores survive autoclaving something is wrong with the autoclave.
