I don't think so - USCE = United states clinical experinces so it should be in a hospital/clinic in the states

well I am not sure what u is position you'll volunteer into ? but i assume it's not a hospital job and if so then although not USCE it still looks good in ur CV if you are a premed student and have nothing to do for the summer . Go for it I would say

Dear Mr. caduceus:

Enclosed please find an application for the Summer Volunteer Program at Medical Center. The 8-week summer program will begin May 1, 2008, and run through July 1, 2008. A rotation will be provided in various departments of the hospital. There may be opportunity for you to shadow some of the physicians as well. Lunch will be provided while you are at the hospital. Arrangements for transportation and housing are your responsibility.

The program is designed for students who have completed their third or fourth year of college in a pre-medical curriculum. However, applicants who have completed at least two-full years of college courses may be considered for the program.

If you are interested in participating in this program, please return the completed application, with the requested papers, including your photograph, as soon as possible. If you are accepted into the program, you will be required to provide your immunization/health record prior to starting the program. If you decide not to participate in the program, please inform me as well. Thank you.

sincerely,
xyz

It sounds cool to me. I am not sure if it will be considered USCE but still its good. As far as I understand you r not a final year student yet. so you can not go for elective.

It sounds good.

but wait for some more opinions

from personal experience i saw that institutes dont really give u a formal certificate or anything for observerships...u just get ur LOR writer to write in the time duration u spent at the hospital....even if the course u are planning to join is meant for premeds...."U" remain a graduate....and what u do as an observer is upto u....if u can use the experience to do some serious shadowing and get good LORs i think it should count as USCE....the whole point is to get u to see the system there which u are doing so it shouldnt be a problem...also when we apply thru ERAS, nowehere are we required to provide proof so as long as u can explain to programs that ur interaction at a US hospital was the same as what u would get if u did an observership and had LORs to back u up it would be worth it....but someone like bbb can give u a more difinitive ans i think

thanks..i think its worth going for it rather than practicing under private physician...

I think that when the program realizes that you have graduated medical school, you might have a little difficulty. It is for pre-med students. But try for it, you might be lucky.

First you should apply and see if it's offered. What I am reading in the letter that was sent to you is:

"The program is designed for students who have completed their third or fourth year of college in a pre-medical curriculum. However, applicants who have completed at least two-full years of college courses may be considered for the program. "

If you have finished medical school, you may be over qualified and not eligible for this program. But until you apply, you won't know about it.
