factor 7 def. leads to venous thrombosis instead of bleeding problems.Why?

Well... as far as I know, factor 7 def. leads only to bleeding disorders. But the treatment, with prothrombin complex concentrates for example, has a certain thrombogenic risk, if inappropiate ( the dosage ).
