There is no temporary SSN. What you need to to is check with the attorney that is working with you on your visa processing. As for the license application, I tell my IMGs to write applied for (even if they haven't at that time, they will be). Check with the state licensing board.

hey state board of massachusetts also requires license and their application too has a SSN coloumn...i left it blank and this is what the board has to say for it Visa Questions Q. I am applying for an H1-B visa. I am told that I need my medical license in order to qualify for this visa, but I cannot get my medical license until I have a social security number. Since I cannot get a social security number until I have a visa, what should I do? A. In such a case, once all of the documentation required for licensure has been submitted, the Board will issue a letter to your program director or sponsor stating that your license application is complete and will be issued pending confirmation of a social security number. Your sponsor should submit this letter with your visa application to qualify you for a one year H1-B visa. Once you have obtained a social security number, you will be issued a license to practice medicine. At the end of the one-year visa, you will be required to furnish your Massachusetts medical license to INS in order to have your H1-B visa issued for the remaining years for which you are eligible. Something similar should be applicable for washington...ur insti does have one more FMG from beirut if i remember correctly....maybe she/he would know...all the best

I was on the same situation before. The licensing board asked why I didn't fill out the SSN# on the form. I called them, talked to them and explained them that as a foreigner I don't have an SSN#. And I will get the SSN# once the I got the license from you. So, you will need the license for getting the H1 visa. Once you get the visa, then you can apply for your SSN (not before that). Did you try to call them and talk to them?
