in theory yes, you have already shown intent to live indefinitely in US by having an active PR petition. Such an intent is against the philosophy of J1 visa. You should ask your program to sponsor H1 to be safe.

thank you plastic_surgery. I am currently waiting for my step 3 score report. I took it march 3 and I expect the result to come out tomorrow (3 weeks). The program I matched to fortunately sposors H1 but they asked me to find my own lawyer. Does that mean they will take care (pay the fees) of the rest and I will only have to pay for the lawyer's fees?

most probably that's what it means.... but you would not need a lawyer to file H1b application.. it is relatively straight forward process and for an institution of higher education it should be a routine
