When to have step 3 to apply for H1?

I don't have step 3 yet and I have matched. Does anyone know when should I have step 3 result in order to apply for H1? In how much time this visa is processed? Do I have to have it when residency starts? Do I have to apply for it from usa or can I do that from my country?

I don't know anything about this issue. Please help. Thank you!

Call your program and find out if they are ok with waiting for you to pass step 3 as you are quite late in the process. Make sure its ok with them
