Hi guys, I wish you all the best.
I have already passed USMLE 1 & 2CK.
I applied for CS visa , denied 3 times under item 214b.
I want to apply for exchange visitor sponsorship program (EVSP) through ECFMG.
Is it appropriate to apply without having CS yet ?
Will they issue me a J1 visa before having CS ?then can I enter US before starting residency to have CS ?
Please for urgent help.

you can not apply for the j1 unless you have been accepted by a hospital for a residency program.
your only course is to go to the united states, be interviewed by the programs, be prematched, matched or get a position thru the scramble to get your j1 visa. of course, you can not do all these things unless you have a tourist visa to go to the us. be sure you show the us consul that you will not be an illegal alien once you enter the us.
