If it's on the license it's under the Revised Anatomical Gift Act and under Section 8 [ i aren't sure] donor'd wishes are granted superiority over surviving family members' wishes. I think contacting organ transplant team would be fair.

I think we have to respect the family's wishes. "Although an organ donor card gives an indication of a patient's wishes for donation, family's consent is still necessary for donation. Family objection can overrule the organ donor card"---C. Fisher's 'USMLE Medical Ethics'[2006]
