Hi
Please tell me if its good to request your USMLE Transcript to apply to Programs.Do you think it'll be better if the Transcript accompanies the Application.
Also Please tell me what is the best and minimum recommended number of Programs to apply to if your scores are 91/99 with no USCE .

The transcript gets sent electronically thru ERAS directly to the programs you apply to. There's a flat fee if I remember correctly. Apply to as many programs as you possibly can. That advice holds for whichever specialty you're applying to especially the more competitive ones.
