the nrmp quota should be official now. the reason why some programs offer the same as last year is because each year they give away the exact same number of pre-match positions. Others change their quota depending on the quality of applicants they meet - one of the programs I interviewed at told me that each year they offer a different number of pre-matches depending on how many people they really like.
