is there still a chance for a prematch offer from a program from now till feb 27. my IVs were on the 2nd and 3rd week of January. thanks

I'm not sure if it's possible to get a prematch offer this late since programs have already submitted their match quota to NRMP. You can check it on www.nrmp.org

Depends if the program still has some spots that weren't put in the match. Depends if candidates decided to let a program that they have changed their minds on a prematch.

so the number in the nrmp quota is the number of spots left or the number os spots they want to go the the match after giving prematches

It's the number of positions going to the Match - after giving out prematches, if any.
