I have been reading a lot about J1 visa in the forum. I know that usually we need a lawyer to get an H1 visa, but is it necesary also for j1 visa.? Also how do we get the DS-2019 form? is it the applicant or the program that has to ask for it?

No, the J1 process is usually pretty stress free. All the information is on the ECFMG web site - check it out.
