Yes, it approximately takes 3-6 months to get the letter and is issued by Medical Board of California. Check their website. They have a paper application form that has all the details of it.....It involves some paper work from your medical school, finger print scan (for background check) and notarization.....The application costs around $600.... Most residency programs require the letter at the time of submission of application..
