well, it could be the case, but few PDs told me the same date, so...
majority of programs are done with IVs by the end of January

my mistake
January 31 is the deadline for the program to submit match quota for spots (how many spots go toward match)
candidates and programs have the same deadline to sibmit ROL
sorry for the confusion

Applicants and programs must certify their rank order lists by 9:00 PM eastern time. Staff will be available to answer your questions during the final deadline hours. CERTIFIED applicant and program rank order lists and any other information pertinent to the Match must be entered in the R3 System by this date and time.

you can get a prematch until january 31 and after that you have to go to the match
