In the notification email I got from NRMP about the ranking process it is written in capital letters that both the candidate and the program director MAY VOLUNTEER how they plan to rank each other, but it is a violation to ASK for that information. I volunteered to tell my favorite program that I will rank them first, and of course they don't say a word about their intentions . On the other hand I am not sure is a good thing to tell other programs that they will be lower than my #1.
