bbb, i don't understand why programs want to know of our interest in them before ranking because if they rank someone who is not interested, how will it hurt the program? they will just have to go further down their rank list to fill their positons, what is the harm in that for them, or is there?

Well, if I was a PD, i'd rather have a resident who is highly interested in my program than one who ranks my program low on the their rank list.... That's probably why they ask the question...

I've never asked an applicant how they are going to rank my program before ranking them. My programs' rank list is generated depending on our feel of the applicant.
