Suppose If i apply by mentioning the state New york for which board i am taking step3 and also licensure, Can i do residency in other states with this step3 or i have to appear again for that state?

You can take your step 3 under any state board (that allows taking step 3 without PG training) and join residency in same or any other state... So yes take step 3 under NY and join residency in NJ...or any A to W state.
