If programs are at the same level and one of them offers a prematch I would accept it. I am going to the match because of personal reasons, and because I had the luck of being invited to some university programs that (I guess)don't offer prematches.... If I had 5 IVs I'll grab a prematch (unless it is really a program I don't like at all) If I had 7 IVs I'll probably take a prematch (not so desired program) if I know half of them fill through prematch. If I had 7 IVs I'll definately would take a prematch if it is among my 3 top choices... if I was offered a prematch at my first 2-3 options would definately take it regardless of the number of IVs. As you may have noticed I am guessing and could go for a few pages.... again, It's so difficult, and I don't feel confident about the "next best step"... There's a thread started by bbb some time ago about prematches..
