Guys wut does it mean when they say that your application is on hold? when do they generally respond when they say that?

Javed ..... this year there are so many applicants and it seems very few are cancelling their appointments ........ so i would say 'on hold'='99% rej' ....... i am just being practical (not negative) .......

its been 5 yrs since my grad ....... i am 'on hold' at almost 25% of my programs ..... hope atleast 1-2 IV might come out of it ...... but not holding my breath on it ....
