applying for the match now will allow you to participate in the post-match scramble in the specialty of your choice. Don't keep your hopes up to be called during the regular season, though rare miracles have been reported. Good luck!

Most of the programmes receive application until 1 November, there are few that receive afterwards but you need to research. Also one of the requirements if you are an IMG is to hold ECFMG certificate...But a chance for scramble might be good. Good luck!
