is prematch offered only to those with step 3 cleared/need H1? or even to those who need J1....? ny info will be appreciated a lot guys. thanks in advance!

People are offered prematch for both H1 and J1. H1 prematch may also be offered to people who r not yet done with step3 but some programs prefer giving H1 prematch to those who r done with step3. Gud luck!!
