both of HRT and OCP are composed of estrogen and progesterone. why does HRT increase the chance of endometrial Ca and OCP decreases it?

HRT is estrogen replacement and alone can cause endometrial hyperplasia.
Therefore progesterone is used in combination to offset the risk of unopposed estrogen.
While OCPs are combination of estrogen and progesterone
