I have a dean's letter from my college, which is more like a 1 page certificate which lists the rotations and the dates of my course, and certified that i met all requirements. It does not compare me to my peers other than saying, 'his/her performance was satisfactory'. Should i submit this as an MSPE or just click on the option on page 12 that says 'I won't be able to obtain a MSPE'...Please help...

You have an equivalent that is available to you...
You say that you submit MSPE and send it out...
But I think it is quite late to do this - Nov 1,-most of the programs close their pot offices
