I graduated over a year ago, and I am on my 2nd year of internal med.

I would like to switch to radiology. I'm applying for this year's Match, but these positions are for 2009. Are there any programs that start sooner than that?

Sometimes radiology positions are listed on findaresident or http://www.residentswap.org

You should also call/email a bunch of radiology programs and ask if they have any openings.
