Get LORs from your home country like other people do.

Each of My LOR is only 1/3 page

I would ask for those lors...not necessarily waived... they can be the "to whom it may concern" type of letter and you can send them if you feel they are good... Anyways try to complete the requirement of LORs, generally 3... from aywhere. GL.

hey, I know how hard it is to ask people for LORs but you have to! There are so many candidates like you who have LORs from observerships...Go for it, you have nothing to lose. Later on you can decide whether to use those or not, but 2 letters is better than 0 right? good luck!
