I would appreciate if someone can give me some info re this.
I am aware that I should give step 3 if I want H1 visa. But I dont know till when should I get done with step 3 for H1... by the interview time?
match date??

Every program is going to have a different requirement. Some will want step three done by the interview time - so they know that you are eligible. Some will wait until submission of match, etc. Ask the program.
