Chrystal, the programs that sponsor H1 visa would prefer someone already with H1 visa as transfer is assured and more timely than process for a new application. One can start immediately for the new employer/program after applying for H1 transfer before approval of transfer. The programs that ususally don't sponsor H1, may sponsor H1 for someone already on that visa as basic admministrative necessities are already fulfilled during initial H1 application by previous employer.

But having/not having H1 should not make one preferable/otherwise.
