Your US citizen status is better than most of us. Visa is a big plus. So hang there and dont lose hope. 13 is already a lot. However, it seems u wanna do neurology and use IM as back-up, right? Given ur case, the more important thing would be: How many neurology iv can I get? Neurology is not as competitive as most IMG regards, so I think you should have a good chance to pump urself into the palace. Use ur connection in NIH to help mount up iv chances.

You applied only to 30 programs (don't worry, I did the same). Would you like to stay in a certain area, do you want fellowship after residency, do you prefer university or community? There are many variables. You are the one to decide where to apply.
